Built a subrecipient monitoring program
The Vander Weele Group assisted the New Jersey Department of Community Affairs, Division of Disaster Recovery and Mitigation, in standing up its own monitoring team as it administered $6.2 billion of ARPA grant funds provided to 28 State agencies for 103 programs. Our team guided the division’s monitoring team in developing its own monitoring process and procedures. In a later engagement, the Vander Weele Group team documented the Division’s entire range of business processes, including developing standard operating procedures and creating business process maps, for the grant review process for Coronavirus State and Local Fiscal Recovery Funds (CSLFRF) and the Capital Projects Fund (CPF). We have supported the grants management process—from grant applications and developing Memoranda of Understanding with subrecipients through final submissions of the Quarterly Performance Reports to the U.S. Department of the Treasury portal. The ARPA grant-funded programs include broadband; state police; various children, family, and social services; infrastructure; various housing support programs; K-12 and higher education; healthcare; labor; tourism; economic revitalization; and veteran services; among others.

New Jersey Board of Public Utilities

Acting as an Integrity Monitor; performing a risk assessment, monitoring grantees, and providing training
The Vander Weele Group is engaged as an integrity monitor with the New Jersey Board of Public Utilities (NJBPU) to monitor $180 million in grant funds designated to improve air quality and energy performance in schools and small businesses. The COVID-19 pandemic highlighted the need for improvements in school and small business plumbing and heating, ventilation, and air-conditioning systems, leading to the School and Small Business Energy Efficiency Stimulus Program. These include the School and Small Business Ventilation and Energy Efficiency Verification and Report (SSB-VEEVR) program and the School and Small Business Noncompliant Plumbing Fixture and Appliance (SSB-NPFA) Program, funded through the ARPA State and Local Fiscal Recovery Fund (SLFRF). The Vander Weele Group is performing a program risk assessment to assess how the program administrator has planned to manage risks in administering the SSB-VEEVR and SSB-NPFA programs, a comparative risk assessment to help determine which grantees should be monitored, and monitoring of the selected grantee funds.

Illinois State Board of Education, Division of Federal and State Monitoring

Created and are currently executing a risk-based monitoring program
Since 2018 we have been engaged by the Illinois State Board of Education to create and execute a risk-based monitoring program to monitor expenditures of Federal grants distributed to Chicago Public Schools District 299, and since 2020, to nine of the State’s other large districts.
Our team:

Develops and implements program infrastructure: We created monitoring tools to gauge compliance with grant requirements including but not limited to the Uniform Guidance; the American Rescue Plan Act (ARPA); the Coronavirus Aid, Relief, and Economic Security (CARES) Act; the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act; and multiple education-related statutes.

Conducts in-depth monitoring: Between 2020 – 2023 we reviewed up to 13 different grant streams annually in 169 district schools, 51 charter schools, eight city wide units, and 37 central offices. We conduct testing to determine cost allowability, adherence to budgets, timeliness of spending, coding of expenditures, and the effectiveness of internal controls, among other elements.

Reviews policies and procedures: We examine district-wide documentation to ensure compliance with Federal regulations, including the Uniform Guidance and specific grant requirements.

Provides technical assistance: We offer guidance and support to help districts resolve any identified deficiencies and improve their grant management practices.
We have monitored more than $6.9 billion in Federal grants for CPS and the other nine districts. Our work has helped to ensure the responsible use of Federal funds for the benefit of students in Illinois.
