Sample Projects
Public Building Commission of Chicago
The Public Building Commission of Chicago, an agency that manages hundreds of millions of dollars of construction on behalf of Chicago city and county agencies, selected the Vander Weele Group to be its outside Inspector General.
We evaluated the Commission's systems, practices and procedures to determine their efficacy in preventing incidents of waste, fraud, and mismanagement, and made recommendations to improve their efficiency and effectiveness at preventing future incidents.
Our firm conducted investigations into allegations such as MBE/WBE fraud within public works construction contracts. In the process we conducted extensive research and analyzed a vast amount of evidence, including thousands of financial records, commercial agreements, etc. We authored a study on detecting, investigating, and documenting small business fraud and evaluated dozens of small businesses for indicators of pass-through fraud or non-compliance with the “commercially useful” function requirement.
This work resulted in a significant amount of actual and potential recoveries and an overhaul of the PBC small business approach. It also resulted in the unfounding of multiple allegations, providing the organization with confirmation that correct processes had been followed.

State of New Jersey, Department of Environmental Protection
The State of New Jersey selected the Vander Weele Group as an integrity monitor – one of only seven firms selected in a Blanket Purchase Order - to provide integrity oversight monitoring for COVID-19 recovery funds and programs. For this engagement, we teamed with subcontractor DeLuca Advisory Services to monitor $400 million of American Rescue Plan Act (ARPA) funds allocated to three major initiatives for the New Jersey Department of Environmental Protection (NJDEP):
-
The Greenway Remediation and Development project: Converting nine miles of disused rail lines into a park with recreation and transportation amenities.
-
The Liberty State Park Remediation and Design project: Upgrading the park’s grounds and facilities along the Hudson River while building resilience to future flooding.
-
The Water Infrastructure Program: A principal forgiveness loan providing funds to communities for clean drinking water, prioritizing disadvantaged communities and climate change resiliency.
We provide comprehensive oversight, including:
-
Program and Performance Monitoring
-
Financial Monitoring and Grant Management
-
Anti-Fraud Monitoring
To ensure accountability and transparency, we are:
-
Conducting risk assessments of NJDEP’s internal controls.
-
Reviewing contracts, procurement processes, expenses, project timelines, and loan agreements.
-
Monitoring compliance with fiscal and legal requirements.
