Providing Oversight Solutions
for Social Programs
Overseeing large-scale social programs, such as those providing unemployment subsidies, housing assistance, food subsidies, or immigration support, presents significant challenges. The sheer volume of benefits—often distributed through outdated technology systems with limited staff and within expedited time frames—creates opportunities for malevolent actors to take advantage of government grant programs.
The Vander Weele Group is experienced in employing the full continuum of oversight tools necessary to oversee social mega programs. The benefits are self-evident. Oversight is necessary to comply with Federal and local requirements, thereby avoiding corrective actions such as the return of Federal funds. Just as importantly, however, oversight programs:
-
Ensure that services are delivered to those for whom the grant programs were intended.
-
Demonstrate to stakeholders—ranging from funders to taxpayers to end users—your agency’s commitment to operate in the government theatre with integrity.
-
Lessen damages to the government’s reputation should fraud become public.
-
Protect government assets from internal theft.
-
Reduce waste and inefficiency.
-
Improve employee morale and retain high-performing employees by demonstrating that concerns are dealt with fairly.
-
Focus resources on where they are needed most by prioritizing the effective use of taxpayer dollars.
-
Strengthen internal business processes to reduce the likelihood of being victimized by internal fraud schemes in the future.
Sample Projects
New Jersey: Housing and Mortgage Finance Agency
The Vander Weele Group has been engaged as the Integrity Monitor for the New Jersey Housing and Mortgage Finance Agency (NJHMFA)’s Homeowner Assistance Fund (HAF), a program to assist New Jersey homeowners who fell behind on mortgage payments during the COVID-19 pandemic. Our firm performs reviews of applicant files, program policies and procedures, program risks, and reporting. We provide awareness, training, and prevention measures to guard against fraud, waste, and abuse, among other factors.
New Jersey: Department of Labor and Workforce Development
In December 2021, the New Jersey Department of Labor and Workforce Development (NJDOL) engaged the Vander Weele Group as an integrity monitor to aid in program effectiveness during Coronavirus Aid, Relief, and Economic Security (CARES) Act funding. The CARES Act created three new unemployment insurance benefit programs, which were implemented and managed by the Unemployment Division of the NJDOL. The Vander Weele Group, with subcontractor DeLuca Advisory Services, conducted risk assessments for each of the three programs, evaluated the effectiveness of policies and procedures, and created a Fraud Prevention and Detection Policy to aid the monitoring of $5.6 billion expended through the Pandemic Unemployment Assistance (PUA), $9 billion expended through the Federal Pandemic Unemployment Compensation (FPUC), and $3.8 billion expended through the Pandemic Emergency Unemployment Compensation (PEUC).
